CSCPs, as a part of their comprehensive career and college readiness programs, utilize programs such as Oregon GEARUP (Gaining Early Awareness and Readiness for Undergraduate Programs), Oregon ASPIRE (Access to Student Assistance Programs in Reach for Everyone), AVID (Advancement Through Individual Determination), or Oregon TRIO. 

Your teachers may already be teaching social/emotional learning, career development, academic development, and/or community service lessons.

Your middle and high schools may be utilizing advisory programs that include and integrate activities such as assisting students with initiating their Education Plan and Profile in grade 7 and then updating the plan annually through grade 12.

High schools with strong career and technical education programs provide their CTE students with significant career and college readiness information. Through CTE programs of study, students can not only earn industry credentials, but also learn about a variety of educational and career opportunities connected to these programs of study.   

Schools are utilizing YouScience and Oregon CIS. Both of these programs engage students in exploring more about themselves, about future career and educational opportunities, and assisting them in completing and deepening their Education Plan and Profile.

The Oregon Department of Education on 8/8/23 issued this draft of the Health Education Standards. Many of these standards are clearly related to the goals that are addressed in a comprehensive school counseling program.

More districts and schools are adding clinical mental health services and social work services to complement the CSCP services being provided as a part of the comprehensive program. 

The Oregon Department of Education provides schools with a host of mental health and well-being resources. Oregon has also received federal funding to develop and implement the Strengthening Mental Health in Education Initiative. Your team is encouraged to periodically review ODE’s Mental Health and Well-Being website, to stay aware of the resources available so you can decide if and how to incorporate these into your program. 

Finally, you may be aware that ORS 329.045 section 4, requires districts to implement Oregon’s Transformative SEL Framework and Standards starting on July 1, 2024. SEL can be considered part of your CSCP and the SEL Standards are to be integrated throughout CSCP delivery. You can visit the Oregon Department of Education’s Social and Emotional Learning webpage to stay informed about implementation resources for the SEL framework and standards and begin discussing how your CSCP and district will implement Transformative SEL. In most cases, you will want to return to your description of your CSCP in subsequent years and update it to include who and how your district and schools implemented SEL, including curriculum delivered and professional development. Many districts have already implemented programs such as Sources of Strength or Character Strong.

The integration of these services into the CSCP plan requires intentional communication and coordination of role and function among those providing services as a component of the overall plan.


Program Development Template Module 3

List your team’s thoughts about the staff including paraprofessionals that are already providing counseling interventions. As noted in the module, the discussion of building out your CSCP that incorporates the counseling interventions provided by other staff will occur in module 4; however, for now you may want to begin listing who, where, when, what for these counseling interventions.  This process is also useful in Prioritizing Program Outcomes as it can help the team see which student needs are already currently being addressed at least to some degree.
