ORS 329.603 provides the statutory directive that each school district shall provide a coordinated comprehensive school counseling program to support the academic, career, social and emotional, and community involvement development of each and every student. It also identifies the TSPC licensed school personnel who can design, deliver and implement the program. OAR 581-022-2060 further provides the elements that districts and schools must implement, while also addressing the personnel and professional training and experience that is required to lead the program.

In the fall of each year, district superintendents are required to complete the Oregon Department of Education Division 22 Compliance Report indicating whether the district is in compliance with the expectations of OAR 581-022-2060. They also share the Report with their school board, post the Report on the district website, and send the Report to the Oregon Department of Education. We will discuss this Report in more depth in Module 4 and how superintendents around the state can request a meeting with their counselors or counseling program leads to discuss the Compliance Report.
